Los Angeles County has agreed to a $4 billion settlement to resolve nearly 7,000 claims of sexual abuse in juvenile facilities since 1959. The settlement, which needs approval, exceeds the previous record set by Boy Scouts of America. A countywide hotline and faster investigation system for abuse allegations are proposed included measures.
